
Manuel leads global advocacy and partnerships for Breathe Cities, an initiative of the Clean Air Fund, C40 Cities, and Bloomberg Philanthropies to support city-led action on air pollution. With over a decade of experience at the intersection of cities and global agendas, he works to elevate urban leadership, connect local efforts with global platforms, and build strategic alliances that accelerate clean air progress.
Before joining the Clean Air Fund as staff, Manuel supported Breathe Cities as a consultant, helping shape the initiative’s advocacy and engagement approach. His earlier roles include Director of International Relations at the Mayor’s Office of Barranquilla, where he positioned the city as a leader on global environmental issues, and senior posts in Colombia’s national government and in international cooperation.
Manuel holds a Master of Public Administration from the London School of Economics and a BA in Economics and Political Science from the University of Pennsylvania. Bilingual in English and Spanish, he is passionate about using partnerships, storytelling and diplomacy to create local impact and global momentum.
