Headshot of Santiago Morales, Breathe Cities Lead - Colombia for Clean Air Fund

Santiago Morales

Head of Data
Santiago leads the Data Portfolio, shaping global strategy, engaging stakeholders, and mobilising clean air data to drive action across the organisation and with external partners.

Santiago has over 14 years of experience advancing solutions to air pollution and climate change, including super pollutants. He has experience managing multimillion-dollar portfolios and has contributed to major international initiatives, working with governments, funders, and global partners. Prior to joining Clean Air Fund, he worked with the Swiss Cooperation–financed Programme (CALAC+), supporting regulatory frameworks to reduce particulate matter and black carbon emissions from transport in Latin America.

Earlier in his career, Santiago held technical roles within Colombian government institutions, where he specialised in air quality data analysis, monitoring systems, and regulatory development. He contributed to high-profile cases in the oil, gas, and mining sectors, supported updates to national air quality regulations, and reviewed legislative proposals on air quality and climate change.

Santiago holds a Master’s in Environmental Law, a B.Sc. in Chemistry, and advanced certifications in air pollution control and climate change inventories.

Why Santiago works for Clean Air Fund:

Improving air quality is a passion of mine because it saves lives and shapes how people live, especially for the most vulnerable. I am driven to turn scientific evidence into practical policies and action.
